John R. Fanning is the principal of John Fanning & Associates. John R. Fanning began his appraising profession in 1985. I hold a State Certified General Real Estate Appraiser license in the State of Texas. The State Certified General Real Estate Appraiser license allows our firm to accept all types of real estate appraisal assignments.

Over the past twenty-five years John R. Fanning has been involved in appraising many different types of properties from an unimproved single family lot for new construction, a single-family residence or farm and ranch properties. Our practice of appraising real estate is not limited to accepting assignments for mortgage purposes only! Through the years we have established professional relationships with other professionals such as attorneys and accountants to help meet the need of their client. Appraisal assignments have been completed for parties involved in a divorce settlement, people under a guardianship of the court, settling an estate and for parties working out settlements with the Internal Revenue Service. John R. Fanning has been admitted to testify in court proceedings as an expert witness. John R. Fanning is available to provide expert testimony in a court of law if the need arises for this type of service.

Other areas we have experienced success in providing appraisal reports are for removal of private mortgage insurance to a property owner, protesting of tax values as assessed by the local taxing authority, employee relocation and establishing a market value for marketing purposes of a property.

On May 1, 2009 the Home Valuation Code of Conduct (HVCC) rules went into effect. What is HVCC? In short is a law that was established to help create independence for a real estate appraiser in developing an opinion of market value in a single family residence transaction. For many years an appraiser was contacted by a lender or mortgage company and engaged to complete an appraisal assignment of a single family residence. Many times the appraiser would feel pressure from a lender, real estate agents involved in the transaction, along with parties to the transaction such as the seller and the buyer. All Conventional and FHA mortgages are subject to HVCC. In most scenarios today an appraisal management company maybe ordering an appraisal from the appraiser for your mortgage transaction. Many of the larger national banks have their own appraisal management company, but in some situations the national banks contract with appraisal management companies across the country to hire and engage a real estate appraiser to complete an appraisal assignment. In some situations regional banks have developed their own in house appraisal or loan department to order an appraisal assignment in a mortgage transaction.

Due to the implementation of HVCC our firm has developed another product to help the homeowner in preparation of establishing the offering price of their property. This product includes measuring the property and providing listing information of other comparable properties and sales data of comparable properties in comparison to the client’s house. All communication pertaining to the order between the client and the appraiser can be done electronically via email and the online ordering process.
